Are people still accepting less than 25% ROI?

I was amazed to see that there are investors marketing properties with an 8% to 15% ROI. Does that even sound like a deal anymore. If your not making 25% ROI or more on real estate deals and your offering cash at closing then you need to rethink your game plan.
