Kansas City Missouri Registation & Insepctions

Coming to the Kansas City Missuori  Ballot - licensing, a $20 fee, and complaint-based health department inspections for rentals. But wait . . we already register all rentals for free currently and the health department can already inspect a rental house if there is a complaint . . . can't they?
