My Local Papers will not let me buy an ad!

None of my Local paper will let me buy an ad that I want to place.  The Ad I want to run will say "FREE Advertising for Rental properties & Free ads for real estate agents who have investment properties listed. Any of my BP Friends have any suggestions? How can I grow if I can't Advertise.
