More changes coming for vacant properties in DC?

This article was recently posted in a local blog and covers some proposed legislation that would be Putting the onus upon owners to essentially assert (every 6 months) that their properties are works in progress.  Getting taxed at the "blighted" rate of 10% of assessed value is the stick the City Council wants to utilize to compel redevelopment and provide more affordable housing. If passed as written, will translate to shorter turnaround, more oversight and paperwork.   Tougher sledding for buy and hold investors in some of the less pricey areas of the city who are waiting for progress on nearby developments to monetize their investments.
