I grew up in Northern Virginia and lived in Santa Fe, New Mexico as well as Honolulu, Hawaii.

First business venture ever was selling candy to my schoolmates in middle school so I can afford to have a good time on a trip to mexico with my parents. 

I'm certain others here are investing in Mexico and maybe even in your city.

this is interesting on the west coast we have plenty of indian res's but I have not personally dealt with any land that was close to them.It does sound a lot like Ajedo land in Mexico though.. were the Mexican Indians have claim to a huge amount of mexico but try to figure out who really owns it and who really has the right to convey title.We are currently working on a piece of Ajedo land on Cerritos beach.

Within the next 1-2 years my wife and I will be selling a 4-unit long term rental building in Wash D.C. and investing the proceeds in a Mexico vacation rental (eventually retire there).

I'm also looking at:1)  A fund that buys residential mortgages2) A fund that buys apartment buildings3) A fund that buys mobile home parks4) A condo in Mexico (for rental, not personal use)5) Buying my own mobile home parkSo do I use ROI?

As you might now, financing is prohibitively expensive in Mexico but, with the figures that you mention and which are realistic, you could get very big returns and your money back quickly even if you pay cash!
