For this situation I would consider reverse engineering similar sold properties.

We learned to have the architect, engineer, and planner to all get together during the due diligence to speed up the process and not have a long hold time of no construction.

Your best bet is to contact the specific town engineers, assessors office, or zoning office (could be any of those depending on the municipality) of the town a property is in and ask them if what you are looking to do is possible and what the process would be for doing so. 

WE were at a pre submission meeting yesterday.so you have the city engineer then public works  the private utl providers land use.. etc etc.. it takes a village to move these things along :)
