They most likely should have properly reported it to you if it was an emergency that way you can handle it, hire the proper personnel, & make the decision when you are advised of the situation.

Its just hard to be good when they're chasing margin and keeping OH costs and personnel costs low.

I have helped many veterans (and active duty) personnel purchase multifamily properties utilizing their VA Guarantee (Many call it a VA Loan) to acquire the property.

I would recommend having cleaners or maintenance personnel clean out the debris between stays. 

A Recovery Residence that claims to offer services should be classified as a Residential Treatment Center-which includes staff and usually medical personnel. 

It will ideally be medical personnel so your suggestions for blackout curtains and noise machines are good ideas.

Once you pick the contractor you like best price wise and personnel wise, then the contractor submits their license, insurance, and one-page fillable resume to the bank, alongside their estimate.
