it's a great time to OWN a place in Manhattan Beach and a bad time to buy if you don't have millions of dollars =) Millions part is right and with the fires right up the coast line I can see a big rush to buy Manhattan beach..

My group and I work with buyers in Florida and every deal is different for coverage costs.Many factors are considered such as location & proximity to coastline, construction type and materials, roof type, age / condition, home age and condition, home value and rebuilding cost. 

On both websites I went up and down freeways, rivers, and coastlines to get a feel for the general pricing landscape for much the continental US on both the revenue and the acquisition side.

Investors have figured out that beach properties are (supposedly) a good investment and the inventory of multi family properties along the entire 363 mile coastline is nearly non-existent.
