expired listing may be either 1) overpriced or 2) knuckle head seller who doesnt want to sell. In that case the listing agent loses the listing. At that point the seller starts getting a million calls from other agents promising they could help them sell their home.

They try to list them again.
If the house is over priced or in to bad of shape when buyers call they can get the buyers info and try to sell them a different property if the buyer does want subject property. Also a neighbor may be looking for an agent to list their house, so a sign in front of the house is a form of marketing for the agent even if the house doesn't sell.

@Sierra Miller I'm not an agent, but I do wish to help agents who may have a listing that's about to expire. I need to make sure the solution I offer is better than their existing solution.
