Cleveland’s Lead Law is being used to crush regular landlords — but when a city councilman breaks the SAME law, nothing happens. Councilman Kevin Bishop helped pass Cleveland’s Landlord Lead Certification rules, yet 4 of his rental properties weren’t certified for years… and nobody prosecuted him.
