Milwaukee rent down 10% YOY according to Redfin

Ok why is Milwaukee rent down? I tried googling to see if anyone had an explanation, but all the news articles say rents are up, supply is down, market is super tight for rentals. Which is it?

Eventually I want a rental in Milwaukee, if I ever get a house there but it's a little disheartening to see rents down...

You can’t beieve the media anymore. They contradict one another and soe writers have no clue. 6 months ago Zillow suddenly reported my duplex dropped from 650 to 440 when evry other source reports 650 to 675!
