Section 8 payments

Hello family I do have a question and would like people with experience to advise on options.A good friend who is new in the rental business and he went with section 8 tenant, unfortunately the tenant is a bit difficult/rude etc and it creates an unhealthy environment. Also the tenant when she applied for the place was not approved for the whole amount but she promised to make up the $150 difference and pay out of pocket  ,all was ok for awhile then issues came up with late payments and she got upset when he complained and now not paying the side deal payments. She also reported him to an agency that fights for homeless people and one of their attorneys called and left message.I know he should not have done that deal but been new in the business he made that mistake,know both of them can get in trouble but what are his options,he really doesn't want to deal with her long term and her one year lease is gone as of December 2025 so on a month to month.Water and sewer in his name but she was supposed to pay that also but now everything is at a standstill. Any advise would be greatly appreciated,no insults please 🙏

Oh, and your friend should hire a property manager to protect them from their ignorance.
