Whether you are a Section 8 property or not, you still want to get tenants who will pay rent and not damage your property, or cook meth in it, etc.

If the only people who are willing to live in a property are criminals or undesirables, then you will have problems.

So, no, not any property will be a good investment.  Sometimes you not only don't get what you pay for, but you end up in debt or worse.

As they say in real estate, the 3 most important considerations for a RE investment are location, location, and location.  I really believe this.  I couldn't imagine trying to wring a profit out of a D property and deal with what would be involved in doing so.
