I just bought a smaller apartment complex and three of the tenants are on the Section 8 program. The previous owner was undercharging on rent and utilities and I want to increase it. The local housing authority is telling me that the tenants are not eligible for rent increases until their recertification is due. The problem is that they are 8-12 months out. Has anyone dealt with this before?

They mean what they say. Their leases have just renewed, so it's not gonna fly. Here's a tip tho, in case you haven't been through this: find out your housing authority's process for requesting a rent increase, deadlines, etc. They deliberately have a small window for submitting your request, so you'll need to be on top of it when the time arises, otherwise you'll have to wait even longer. Also, I would submit the request with delivery confirmation or by hand and get a receipt. Sometimes these things get lost.
