How to find absentee owner information legally / ethically?

Hey all, I'm wondering what are some methods, tips, or best practices to get the home address for absentee owners of multi-unit / duplex / triplex properties. I'm looking to pump out large volume of offers to the owners but need to find a way to send them mail. Any thoughts appreciated!

Their mailing address is in the public records.....recording or property tax department.

Right and thank you! But is there a way to extract that data in large quantity as opposed to one by one?

Some companies have the means to parse that data for a fee. If you search online you should be able to find them. I've heard it mentioned on a few podcasts over the years.
