Yes @Samuel Chua foreign investors can do 1031 exchanges to defer tax. In fact 1031 can be more important for a foreign investor because when the foreign investor does a 1031 exchange they are also exempted from the 15% FIRPTA withholding requirement. There are some specific requirements in order for you to use the 1031 successfully but it is available to you.
