I own a 3 flat building in chicago. Roof(flat membrane) was repaired 3 years ago due to a lighting strike. It started leaking again and I had the contractor back out(apparently this was not under warranty). There is a pretty significant sag in an area of the roof. They gave me a work order describing that they would remove the area affected, make repairs, install insulation, base sheet and membrane. Long story short - they went up to the roof and basically just put some plywood and insulation down to shore up a sagging area and installed some membrane over it(2 hours of work). I complained that the work done was not what was described and they said that they decided that what was done was sufficient. My question is - Is this something commonly done? if not, what recourse do i have?

You have to make a decision about what your ideal end product is. Do you trust that they made a proper executive decision to save you money and them time, by doing a smaller fix than originally estimated. Don't forget, a lot of contracting is guessing until you open up the wall/floor/roof and physically see the damage. If you trust them, and they are well reviewed, negotiate a lower price.
OR do you think they did a smaller job in a scheme to get you to pay for a big job and they get away with doing a small job. In this case, tell them (in writing) that they did not live up to their contract and you will not pay until they complete work as agreed. Take lots of photos of the work completed so you have it for evidence in case the relationship is not salvageable.
