How can I find out the home owner insurance information for a neighbor if a neighbor failed to maintained his property and caused water damage to a neighboring property?

This is not public record information, you really can't. Is the neighboring property yours or you just butting in? Also, this isn't how insurance works. If a neighbors tree falls on your home it isn't your neighbors insurance that you file a claim with, it is yours. Your insurance co will investigate why the tree feel and if the neighbors are responsible they will work it out with the neighbor and their insurance co, you don't do anything....other then file a claim with your insurance.
