Currently have a rec room with COE on the second floor of our detached garage. There is a power line that is very close to the detached building. I've read about ADUs being denied permits due to LADWP easement rules. Since I already have a COE for the second floor rec room, will I need to get a easement from LADWP when converting to an ADU?

@Phillip Kim - I would call LADWP and get their input. ADU rules changed significantly in January. They relaxed the easement rules but I am not sure if they apply in your case. LADWP is your best bet. Good luck and let us know what they say.
@Phillip Kim If you already have a COO, why would you want to convert the space to an ADU? Just curious what an ADU designation would allow you to do that you currently can't.
@Matthew Forrest the COO is for a rec room which only allows for a kitchenette and a half bath. Can't see myself renting out a rec room to someone unless I have a full kitchen and full bath
I know DWP will require an encroachment permit for an ADU that is within 10' of their powerlines (within their easement). I dont know if your situation will require this or not, but you could do one of two things: Go the City of LA Building and Safety and speak with someone in their Zoning Section or 2) file a DWP encroachment permit and have them process it (link is below)...there is also a phone number on the application you can call first and see if they answer your question. I hear this process is taking DWP 2-3 months.
