Is a rough estimate rehab around 28$ sqft? My buddy's a master plumber and general contractor. We were going to partner on this house. I put up money and he oversees project. What do you think. Really depends on what it needs. Hard to just throw numbers out without knowing what's required. I pulled up the link and it had a house in Fouke, AR - is that right?

Looking at it, it needs pretty extensive rehab, but don't know if the AC, furnace, electrical wiring, plumbing, roof, breaker box, etc. need repairs or replacement. Those items can start ratcheting up your rehab budget by $2k to $5k chunks.

The house says pending on the site I looked at, did you put an offer on it?

If your buddy is a GC, what's he saying, $28/sqft? That's entirely possible depending on the scope of work.
