Are there local agents in the Dallas area who offer MLS access for a fee to investors?

Well, good luck. I'm pretty sure (at least in OR) that MLS ONLY allows licensed known agents in a firm that pays for MLS access.

Re-selling access to you would be death penalty for that broker with regards to MLS.

Why not just tell the broker what you want?  They have automated searches that can send regular updates.

No. The MLS give people the information on how to get into peoples homes. Use a public portal like Zillow or the such or get on an autoemail mls drip email. It would be highly illegal to give out MLS access to those who are not supposed to have it.
