DriveWay Widening

In my city we are required to have 3 off-street parking spaces if we are intending to create a LEGAL basement apartment. 2 spaces can be stacked end-to-end but there has to be atleast one space that is off to the side so that vehicles can always get around the last car parked in the driveway.
