A system that records with evidence quality imagery, day and night...clearly recognizable faces, license plates and other details is nearly a must have these days. Anything else is a waste. There is no need for active monitoring as long as you have a good NVR and sufficient storage capacity for all of your cameras to operate full time (NOT "motion activated") and store the videos for at least 2 full weeks before recording over.
The software is important, you want it to be a quick and easy process to review video to discover when an incident occurs and identify the party responsible. The ability to take clear screenshots of the moment(s) of the act proving guilt is equally important. This applies to both criminal acts, and perhaps more importantly, rule violations by residents and their guests. A good system for a troublesome property can literally pay for itself with a decent fine system implemented.
With regard to the comment above about "never get caught", in part that depends on the attitude of local LEO, but I've caught mail thieves, vandals, motorcycle thieves, residents putting prohibited items in the trash chute and/or dumpster, discarding rubbish in the elevator and other common areas; visitors and residents parking in unauthorized spaces; and contractors working without approval or endangering others with unsafe practices in common areas. I love a good camera system! Add to all of the above, decent software allows you to establish "alarm" areas, where you will be notified of someone entering the space. This worked very well for a property we had serious trespass issues with. After hours, if a notification was received we could view the system live to confirm that it was a person, and then meet the PD and walk them to the location where the unauthorized person was located. I accumulated quite a "mugbook" over time of the people cited with their trespass notice and badge/signature from one of the cops. If they returned within a year, they would go directly to jail, no argument with them or the cops.
