You REALLY don't want to list this on Airbnb or verbs if this isn't your primwry. You WILL get busted and the fines are steep. And retroactive as it appears this owner found out… probably not ideal to list it. As an STR.
From a quick google search:
The property at 2013 Howard Ave., Las Vegas, NV 89104, was recently involved in a high-profile City of Las Vegas enforcement case resulting in a $180,000 fine for operating an unlicensed short-term rental. The city issued the massive penalty after the property was found to have been rented out on for hundreds of nights despite receiving multiple warning letters and initial smaller fines. [1, 2]
Case Details & Penalties
The Violation: Running an illegal short-term vacation rental without a license in a neighborhood zoned for single-family residential use. [1, 2]
The Fine Breakdown: The total penalty ballooned to $180,000 due to initial base fines of $2,000 combined with a $500 per day late fee for failing to stop operations and clear the initial citations. [1]
I'm not saying the poster knew this. But if they own a computer or a smartphone and know what Google is, they should. And certainly the "seller" does. I wonder if you would inherit the fines if you "bought the LLC" which according to the post would allow it to be a STR the day after closing, though it also says that's not guaranteed, I guess that's one way to get out of the lawsuit.
