If your finances aren't what's pressing you about getting the rent on the first, then get a software package like rentpost or buildium where you can schedule due dates tenant by tenant and let the software worry about who's late and what the late fees are.

Paint has dribbled all under the tape because he did not press the tape down like I asked him to.  

In those scenarios one would be hard pressed to get any improvement costs back on the property unless they were able to work that into the price of the property with the seller.As far as being able to pull the cash out of a primary residence at the time of purchase, you are being directed correctly to talk to a local bank to see what they can convince their board to approve as most lenders are not wanting to take on that much risk up front. 

They might very well answer with a desire to be an investor themselves, but I didn't press them to  be. 

That said, St Louis has been getting some favorable press lately with its business growth.

While I was there tenant says "also my doorknob doesn’t work", so we go over to the doorknob, I press it and hear ding.
