Things are very interconnected in today's world for better or worse.

Illinois is a booming market for solar, you have great interconnection, net metering, and SREC policies there. 

The state as a whole was late to the game in establishing net metering policies and statewide interconnection agreements with a few exceptions in certain areas.

Hardwired and interconnected vs. solely battery operated depends on what municipality or police jurisdiction the property is in, the date of the requirements, the grandfathering rules, and the last time a permit was pulled, which would have probably eliminated grandfathering.
