I did a new development 4plex a few years ago in Los Angeles:- Our planning phase took a bit longer than expected because we were trying to do something uncommon in the area as we were one of the first developers in the area to really squeeze 4, 4bd3.5bas in a single lot at that density.

There's a ton of great general contractors that you could likely meet there that can point you in the direction of developers 

You get 3 very unique attributes when do what we coin "Path Of Progress" Investing: Forced Appreciation, Market Certainty via review of the development plan (cities not just individual builders) and my "Happy Place" 0-capex. 

Single family with an in law might be a good bet for house hacking, btw.Quincy has some definite upside and i think is still an “inefficient market” growing around public transportation. and i would check out hyde park in boston for growing gentrification as well as neponset ave and morrisey  blvd in dorchester where a ton of development is planned

But before you go too far, you need to answer one question first:Is the zoning aligned with what the surrounding commercial/apartment developers are doing?

We will be moving this summer to Louisiana and will be purchasing a single family home there too with the intent to eventually turn Property C into yet another long term rental. 

It'll sit until they get realistic or they'll eventually take it off.
