I would call your local Public Housing Authority, ask for a sheet of how much they are paying for what zip codes, and then focus on finding good deals within those zip codes.

I also think it's good for security and as others have mentioned, tenants do like to give their guests temporary access codes.

She has been contacting them on her side, and I have been contacting our PMS on my side, and they have told us they are having zip code problems.
