All of that said, I would treat this tenant as month-to-month and enforce the 60 day notice requirement meaning that they are responsible for an additional 30 days of rent beyond their anticipated move-out date.

In most cases we do not hold a unit for someone nor do we allow a move in date reserved mths out ( like airb) unless we have a confirmed hard move out date.

So, I don't think procuring cause applies here at all UNLESS they were using the OLD outdated no longer used Nonexclusive agency agreement but that wouldn't make sense because they talked about "cancelling" it which with a Nonexclusive agreement makes no sense.
