If they make too much noise, you can give warnings and then kick them out.  3 day notice to quit the noise or get kicked out. 

Many calls are in the midst of a lot of noise.

The benefit comes with tenants that are difficult in other ways, like sneaking in unapproved roommates, noise complaints from neighbors, consistently paying late, failing to maintain the lawn, etc.

-Tenant damages, unpaid utilities, pet fine etc must be paid for in 5 days or face eviction-Landlord does not change light bulbs-$75 fee for loss of key or if landlord must make key or let them in-No subletting-No illegal activities, no loud noise-Cleanliness.

This isn't something we have to deal with in most other areas of the country (though it's gaining in popularity).It sounds to me that two things are going on - first, it sounds like you agreed to take on the responsibility of getting the house inspected and up to code, and second, you've got a nosy neighbor that's fanning the flames with the inspection process.I would forget about the neighbor - it's just noise.  

I think landlords who overstep their bounds like they're some kind of British landlowner, end up losing good tenants.People with options will move if you interfere with their right to quiet enjoyment of their homes.And what many landlords don't understand is the right to quiet enjoyment has nothing to do with noise.  

She moved into a unit and complained about the noise from the student who lived above her.

I currently have a tenant residing in the lower lever, and am considering getting carpet in the rooms above the tenant to deaden the sound (footsteps, loud noises, etc.)Would you recommend carpeting over the hardwood?
