Also, something that preferably a person would not have to do a lot of traveling… an example of that would be a fast welding course that would get you a welding gig, but a person would need to travel in many cases.

If you can't do that, they make boxes you can put over the themostats in your tenants apartment, you can set it to room temperature and lock the box.

If you have wall thermostats in the home you can also consider putting in a thermostat which limits the temperature the heat can be set.
