Both of those states have multiple installations, you can go online and find out what a soldier in that area gets paid a month in housing allowance so you know what to charge for rent (when doing your deal analysis) and you can typically get a tenant for 2-3years until they have to move to another assignment.

Most soldiers are stationed here 3 - 4 years (not long enough to buy) and have a stipend for off-base housing so don't mind spending the cash.
