My recommendation is to do exactly as you indicate, do the Refinance (one of the Rs) at the highest LTV that you can get. 

If the renters are stable, good tenants, and law abiding, then it would indicate the neighborhood is not as bad as its reputation.

Longer days on market and lower % of list to purchase price is more indicative of buyers market.
