As of now, the property owner is not renting the entire complex out for almost half of the year so his friends and family can stay there for free.

Are there a ton of apartment buildings being constructed around this condo complex?

The simple answer is taxes are different for everyone, they are not fair for everyone, and they are super complex and get worse every year due to politics and politicians agendas, etc etc etc. 

I have come across a 30 unit complex for 1.9M. and so far seems like a good deal. ... so far...however i dont quite have 20% for standard loan, what are some ideas or examples of coming up with rest of the down payment?
