Type the address into Trulia and look at the crime heat map.... if it's dark blue, which I'm guessing it is, then I would consider it a D neighborhood and I wouldn't buy it.

Not addressing these areas with floor leveler was a mistake.

All I have been able to gather is a name and an address for the current owner, which is the same as the listing home.

So the county records gave me the person name who is petition for descendant, where online can I check what that person address is?

I would definitely pay to put them in a hotel until the plumbing issue is addressed. 

Without knowing the exact address or even the street and block, it's almost impossible to give you any advice.
