Then, when the tenant agrees to half the cost you know they were the culprits and not the victim.I would say; since there is no evidence that the break-in was the result of some sort of criminal act then the tenant is obligated to pay for the damage and the burden of proof is on the tenant.While this may not seem kosher many tenants are ignorant enough to fall for this action.

As soon as I found out about the two theft I considered them 'Water Under The Bridge' and always figure that if I changed my CPA to a new one I would get burned many times more because he may be super ignorant and cause me all sorts of problems.While on the subject about Living Trust Trustees what I was always scared about is something that happens all the time and what your family is supposed to inherit can be totally wiped out by a crooked Trustee.

They are already ignoring you no reason they will respond from a letter.You can also post notice that you and/or the city are going to do a health/safety check as you are nervous that maybe they are not well.
