Not verbatim, but basically they state that if you negotiate and contract a purchase price for real estate, then market that RE publicly, locate a buyer and bring buyer to the table, and receive a fee for that, you are "brokering without a license".

There are bank statement programs, but the ltv is too high.There are 100% products, but not without income verification.Those products went away after the tumult of 2008.

There are down payment assistance programs out there to lessen the burden for lower-income folks, but you will still end up needing some assets whether it be for closing costs or establishing a reserve for maintenance.
