I've never owned property, so I have no experience with financing, contractors, or anything regarding the process of buying and rehabbing a property. 

You can certainly enter into a contract before it goes through the process usually contingent upon Sellers obtaining a license to sell. 

It's not mandatory that you attend @Wes Short, but if it's your first one, you may want to go so you learn and have more familiarity about the process. 

I googled it and got a basis of what it means but want to get a more in depth answer and a step by step of how that process works.

I think @Kenny Dahill has a great point, but I'd talk to a lawyer about your local laws and if the process can be expedited if the ex-tenant is cooperative about surrendering possession in a legally satisfactory way.
