for sure the state owns all the water unless the rights were acquired and memorialized. oregon you dont just drill a well you have to check on water rights first and some parcels have none We have an option on a 120 acre site ( hopefully coming into the city for Hi Tech company to buy) I wanted to do Blueberries but we could not get water rights and so it just grows grass seed.. its stupid but what it is.When I bought my 700 acre treefarm out in Yamhill county we DID have water rights for a certain amount of water out of the Yamhill River..
