I'm honestly considering trying to build something myself which serves this purpose because I've yet to find anything preexisting which meets the exact need.

I don't think you could sue for damages due to that pre-existing waiver, however, I am certainly not an attorney.

Their primary concerns are soil erosion and soil flowing downstream.Below is the Soil Conservation plan I plan to use and follow:  The one area they might have me change is my using and referencing pre-existing field terraces for soil control. 

For example: Pre-existing conditions vis-a-vis health insurance have been documented to "chain" people to their current employer. 

For 506(b), speak only with people you have a real pre‑existing relationship with and document everything; use a basic promissory note or JV with clear roles, term, and exit.

We will harvest in about 13 years on our pre-existing trees and another 25 years on the seedlings we are planting.

I would think you have to have a very specific audience to go for this type of investment and pre-existing trust is at the top of the list.

And the excuse of an assumption of a persons pre-existing knowledge of such is an oxymoron to your stated premise of educating people on something they don't know or are not aware of.
