I’ve never heard of a requirement for reasonable accommodations for disability regarding the cost of rent or having to accept a co-signer.

FHA has self sufficiency test so will only work in nicer areas on 2 units which exempts that test.

If images only, I guess you can probably install cameras in places where people don't have reasonable expectations of privacy: public space (I would think an outdoor pool is included?)

I'm not sure I fully understand your question.I have sufficient amount of paid for rentals that allows me to pay cash for new acquisitions.I buy cash at auctions or find distressed properties or motivated sellers where I can buy for pennies on the dollar in a booming market.I love buying houses in my self directed ROTH IRA so that I don't owe tax on the rental income. 

You're essentially finding a reason (damaged blinds) to charge him in the middle of a lease.

It would be barely sufficient for 1 person and even for 1 person less than idea.
