You shouldn't randomly call people as it is a huge waste of time and will result in sitting in a warm bath with a razor blade before the first lead ever shows up.

The DNC list is designed to prevent such behavior and for good reason on both sides. If a person "Signs up for a service" then they are exempt from their DNC status. For instance if you are at a booth at a show and offer a "Free in home price analysis" then you are able to be called regardless of the registry. This is because you "opted in" to have someone call you. Sending post cards, volunteering, free dinner vouchers, Gift card sign ups, offers for analysis for tax reasons are all solid ways to grab people interested in your product.

Randomly calling people is a waste of time and energy. Use a list that means something instead of calling every number in a zip code.

You can register with the Do Not Call Registry and scrub these numbers off your list.

I've heard realtors make the argument they are "surveying" whether someone is interested in selling their house, and not "selling" anything, so it doesn't apply to them. I don't know the legalities of this, but I can assure you individuals on the DNC registry do not want to be contacted, so best case scenario it's a waste of time, worst case scenario you may be on the hook for a fine.

Legally you cannot contact anyone on the DNC list.    The applicable rules are available on the FTC website.

I know some realtors (even real estate coaches) will not discourage agents from calling DNC listed folks.    They will argue that if you are calling people to establish a relationship and not to "sell" them anything, it is not against the law.

I would rather err on the side of caution -- there are plenty of fish out there!

As Nick mentioned, you can go to the DNC government site and as a 'seller or telemarketer' you can register.   Per the rules you have to keep your DNC list current within 31 days.   They probably scare you more than what would actually happen, but if you do not follow the rules you could be fined up to $40,000.    There are plenty of folks who are not registered on the DNC list, so don't take the risk.
