Did you end up going forward on it? Depending where in Waukegan, it may be a good deal (and cash flow obviously). I live right in the area, but just saw this post. Happy to provide some local insight if you are still considering this deal

I work with a few investors in Waukegan/Kenosha/Racine. Generally, taxes are higher in IL vs WI. Rents are currently strong on both sides of the boarder. Just let me know if you want to discuss the market in more depth.
