Buyer/seller agent fees

My husband and I are looking into purchasing a specific property by assuming the seller's VA loan. However, the purchase price is less than the amount the seller owes on the loan, so he would be responsible for closing that gap before transfer of ownership. However, my real estate agent is telling me that since the seller isn't gaining any equity with the sale, he "may not have the cash to pay the agents". Is this to say that we might be responsible for paying both our realtor as well as the sellers realtor commissions? How would you proceed in a situation like this?
