I am seeking some advice on tax delinquent properties. First is how do I obtain a tax delinquent list. Second Who do I contact to buy and how. Any answers are appreciated

In which county are you seeking to buy tax liens? Cook  County has three types of tax sales: annual tax sales take place every summer, scavenger sales (3 or more years delinquent) starting in December of odd-numbered years and then over the counter sales which can happen at any time. The other counties generally only have annual sales that start in the fall. The best place to start is the county clerk of the county in which you are seeking to invest.
