He has received several notifications from the city, documenting inspections and violations and deadlines in which to repair them. Now legal action, fines, and jail time are on the table for failure to do so in the allotted time period. Is it possible to simply surrender the property to the state? Give back the land and the property is a state of major disrepair?

A creative investor might be able to swing a favorable purchase deal with the owner, and approach the city/county/... to negotiate time to address the needed work. The local government may also very likely wave fines and such for the new owner as an incentive to get the problem resolved.
