What were the highest cap rates during the 2008-09 Crash?

What were the highest cap rates during the 2008-09 Crash? Trying to get some historical data. In which part of the country were the highest cap rates during the last crash? Where there 20-25% Cap rates? I am talking about Commercial Multifamily apartment buildings with 10 or more units. I want to hear from investors for these type of properties that were doing deals back then. Thanks in advance!
