Can adjacent duplexes be purchased as a fourplex using an FHA loan?

Two duplexes. Right next door to each other. Same floor plan. Same owner.

Could these two duplexes somehow be combined and purchased as a single fourplex using an FHA loan?

    If there are 2 APNs, you are looking at 2 separate loans. I am not aware of any FHA blanket loans.
