I'm seeking a website or platform that specializes in identifying homeowners who have a second home or do not use a property as their primary residence. Ideally, this tool would provide reliable data, such as public property records, tax assessments, and the primary addresses and names of the owner. 

Any ideas on a service like this or how to efficiently gather this type of information?
