James is right to focus on the basics first—clear communication and good documentation solve a lot of problems before they become expensive ones.

One Milwaukee-specific caution: make sure the notice matches the situation. For a month-to-month tenancy in Wisconsin, you generally need a 28-day written notice. For lease violations, a 5-day notice gives the tenant an opportunity to cure; a 14-day notice is typically the non-curable route for nonpayment or a breach, depending on the circumstances. ATCP 134 and Wis. Stat. 704 are worth following closely here, because a technically flawed notice can slow down an otherwise straightforward case.

I'd also document the unit's condition thoroughly at move-in and move-out—dated photos plus a detailed checklist. That protects both sides and is especially important if any security-deposit deductions are involved.

With Section 8, I try to separate HACM administrative friction from actual property red flags. HQS inspections, paperwork, and timing can create extra work, but they don't automatically mean the tenancy or property is a bad deal. The more important questions are whether the unit can meet standards, the tenant is complying with the lease, and the owner has a solid documentation process.
